Charlie Spohn welcomed attendees introducing trustees Craig Sherman, Mark Birsinger, Matt Elpers and David Landsbaum plus guests including Mayor Tim Woerther, City Council Representatives Rick Wise, Jean Vedvig and Police Officer Brad Wood along with Jane Door and Josh Sprunger from DOWCO Enterprises Inc. Officer Wood said things were quiet on the police front in our subdivision recently. He said the police should be notified immediately 24/7 when we see something suspicious at the non-emergency phone # 636-458-9194. 911 should be used to report an emergency situation 24/7. Prior to and following the meeting a firestorm of comments has arisen about speeding on streets especially Westglen Farms DR and Green Pines DR. Charlie Spohn, a member of the Wildwood Public Safety Committee, has enlisted the support of City Marshall Bob Warren and Wildwood Precinct Police Commander Captain Ken Williams. He expects spot enforcement may result. Westglen Farms and Green Pines are streets where any speeding fine can be doubled up to a maximum of $1,000. Charlie reviewed the minutes and letter issued following last year’s annual meeting. They were mailed to every resident within 30 days of the meeting and have been on our website for the last year. There were no questions. Craig Sherman presented our financial report for 2009 and the 2010 budget. Net income in 2009 was $56,543.98; expenses were $77,751.77, leaving us with a negative balance of $21,297.79. Craig noted our largest expenses were for care of the common grounds, $34,580.01, street lights, $16,570.99, and we are anticipating an 8% rate increase from AmerenUE shortly. He said that these expense figures included a $25,000.00 addition to our reserve fund in 2009. Craig presented our 2010 budget calling for a yet to be determined year end balance as we have not settled on the cost of tennis courts renovation. Charlie presented the trustees recommendation for a change in our indentures. It involved Article V Para 1C and would have changed approval of a special assessment from a two thirds majority to a simple majority of those attending a meeting or voting by proxy. After a healthy discussion the change was voted down. Charlie emphasized that indentures can be amended by a majority of residents attending the annual meeting. Any amendments not coming from trustees have to be in a trustee’s hand by November 1st. That is necessary to permit proper notification for the annual meeting held during the last two weeks of the following February. Mark Birsinger led a discussion of the renovation being considered for the tennis courts. One option is to re-surface the courts with asphalt and re-strip them. The other option is to patch the existing surface and put on a new HomeCourt Elite Athletic Surface. This involves replacing the nets and basketball goal with a new installation that would permit tennis, volleyball, badminton and shuffleboard. Trustees welcome your continued input. A decision will be made shortly. The cost is up to $40,000 depending on what is done. This will be taken from our reserve funds. Trustee Craig Sherman’s term ends this month. He was elected to a new three year term expiring March 1, 2013. Our indentures provide that trustees can appoint new trustees between annual meetings. Mayor Woerther and Council Representatives made comments and joined trustees by responding questions. Charlie reported we have at least six vacant homes in our subdivision, the 2009 average sale price of a home was $228K virtually unchanged for 2008 and down 12.5% from 2007. He said the latest on the abandoned cemetery in our neighborhood is that Missouri was considering disinterring the remains of the nine deceased buried there from 1878 to 1914 and moving them to another up to date cemetery.
